Maybe the government should start implementing "parental" punishments like making people who get caught with a bag of weed smoke the whole bag. People who get caught just have to do all the drugs they have in their possesion. People could gather outside sloth's house and watch as he attempts to swallow 25 ecstasy tablets, snort up 20 grams of coke and then top it off with bong hits until it's all over.
